    Bump minimum required debhelper version
    
    The version of debhelper on Jessie does not automatically
    set up the ldconfig triggers. According to the lintian error
    description for the tag "package-must-activate-ldconfig-trigger",
    the package can be more properly built with debhelper >= 9.20151004.
    The version of debhelper in jessie-backports can thus be used to
    avoid hacking around this problem.
