I figured out it is also a problem of network access. The test uses
/TFBS/DB/TRANSFAC.pm, which connects to
http://www.cbil.upenn.edu/cgi-bin/tess/tess33 for accessing a (proprietary)
database. More details in

I will discuss the issue with Upstream.
