[Debian-med-packaging] libavg not up to date

Hi Torsten,

I realised that libavg which is listed in Debian Med imaging-devel task
is not up to date since a longer time.  While this package is not really
a package dedicated to medicine I have no strong intend to put it under
Debian Med maintenance but I think it is a good idea to find a
reasonable team to care for this library to ensure it will remain up to
date in Debian.  In case you are in favour of group maintenance and do
not have an idea what group is apropriate your might even consider the
Debian Med archive as well as Debian Science.
