[Debian-med-packaging] picard-tools package

Hi all,

I've packaged picard-tools and checked it into git:
git://git.debian.org/git/debian-med/picard-tools.git

I'm open to feedback. Once it's vetted, I'll upload it to the Debian archive.

The first release will package only the Java library libsam-java. The
next release can include the command line utilities in the binary
package picard-tools.
