[Debian-med-packaging] Please do proper changelog handling and tagging in SVN! (Was: Bug#616906: marked as done (mgltools-volume: deprecation of dh_pycentral, please use dh_python2)

Hi,

somebody (according to the changelog me - but I was offline yesterday)
simply changed the upstream version number and release the changelog
entry of several mgltools packages which were just released with the
previous upstream version but Debian version '*-2' recently.  This leads
to confusing bug closed messages and breaks the history of the packages.
It would have been visible for the uploader that the package was just
uploaded because it was properly tagged (which was not the case with
previous mgltools-* uploads and this fact alone made me some extra
hassle to compare between the state of SVN and the uploaded package
which was not the same in several cases).

So please be more strict with the history of the packages and do proper
tagging to avoid confusion for your fellow team members.

I do not have a good idea how we should record the discrepancy between
what is uploaded and what is in the changelog - probably we can not fix
the history without a working time travel machine. :-(
