There is a regression in dcmtk 3.6.0 compared to dcmtk 3.5.4.

This has been discussed in furthere detail here:

dcmdump works, but dcmdump +uc fails with:

E: DcmSequenceOfItems: Parse error in sequence, found (4e55,4e4b) instead of a sequence delimiter
E: dcmdump: Corrupted data: reading file: dcmdump_uc_broken.dcm
