debcheckout does it for us:

$ debcheckout -d bioperl
type	svn
url	svn://svn.debian.org/debian-med/trunk/packages/bioperl/trunk/

$ debcheckout -a -d bioperl
type	svn
url	svn+ssh://svn.debian.org/svn/debian-med/trunk/packages/bioperl/trunk/

$ debcheckout -a -d git://git.debian.org/debian-med/foo.git
type	git
url	git+ssh://git.debian.org/git/debian-med/foo.git
