Dear Maintainer,

In Ubuntu, mira is FTBFS because its libexpat detection fails.  It tries to
compile a test program and link it against libexpat, but fails because it
tries to add the "-lexpat" flag to LDFLAGS instead of LIBS, causing issues
since --as-needed is turned on.

The attached patch fixes this for Ubuntu, thanks for considering it.
