didn't want to touch it.  Just building without this flag results in some
subprojects being built *without* optimization. didn't investigate further,
and don't plan to.

there's still a linker bug on armel, there are duplicates/other reports.

it looks like it keeps the cc1plus processes below 1GB RAM, so yes.

it's the missing -g, policy 10.1
