[Debian-med-packaging] Bug#642986: ncbi-blast+-legacy: should refer to legacy_blast without .pl in the description

Hi there!

Given that ncbi-blast+ provides a 'legacy_blast' script without the .pl
extension, the ncbi-blast+-legacy package should reflect that.

And while I am at it, I would add an empty line between the actual
package description and how to use the package.
