The
  Affects: foreign-package
  Found: foreign-package/1.2-3
are needed by piuparts to automatically classify that failure as
"bugged". I'll add it back, please leave it until a fixed version of
dcmtk is in the archive.
If you have a better idea how to realize a "versioned affects", this
will be welcome!
