I have no idea at all and just checked that my argument yesterday in
private communication is void because the commits past r13912 came from
Git.  So something seems to be broken in SVN commits.  I coan only say
that I did not fiddled around in any configuration.  I have no good idea
where to ask.  Alioth admins come to mind, debian-devel at l.d.o - perhaps
asking in other teams that are using SVN whether they observed the same
effect.

I can not deal with this today personally.
