I just rebuilt it in sid against 6.6.x and got this:

 Depends: emboss-lib (>= 6.4.0-1~), libc6 (>= 2.14), libx11-6, libxaw7,
libxt6, emboss-lib (<< 6.4.1~)

Ahh, emboss-lib is hardcoded in d/control
