[Debian-med-packaging] Bug#812175: RFS: qsopt-ex

Hello,
I've just about finalized the qsopt-ex package. This is an exact linear
programming solver that can be used by cobrapy (python-cobra) for
constraint-based systems biology models.

Could someone please upload to unstable?
