[Debian-med-packaging] Bug#843129: ncbi-vdb: Use wildcard instead of $(CPU) in install to fix FTBFS on i386

Dear Maintainer,

ncbi-vdb currently fails to build from source on the i386 architecture because there's a discrepancy in architecture naming.

In Ubuntu, the attached patch was applied to achieve the following:

  * debian/rules: Use wildcard instead of $(CPU) in install logic. Fixes FTBFS
    on i386.
