[Debian-med-packaging] bedtools testing migration blocked by htslib FTBFS

Hi,

there is the build dependency chain:
bedtools -> samtools -> htslib

On the release architectures, htslib FTBFS on:
- armhf (#800469)
- mips, s390x (seem to be test failures on big endian)

Possible solutions:
1. fix htslib on all (or some) of armhf/mips/s390x
2. RM: bedtools [armhf mips s390x]
