Justification: fails to build from source

Builds of seqan2 covering only its architecture-dependent binary
package (as on the autobuilders, or with dpkg-buildpackage -B) have
been failing:

  find /«BUILDDIR»/seqan2-2.2.0+dfsg/debian/libseqan2-dev/usr/share/seqan/cmake -type f -exec chmod -x {} \;
  find: '/«BUILDDIR»/seqan2-2.2.0+dfsg/debian/libseqan2-dev/usr/share/seqan/cmake': No such file or directory
  debian/rules:82: recipe for target 'override_dh_fixperms' failed
  make[1]: *** [override_dh_fixperms] Error 1
  make[1]: Leaving directory '/«BUILDDIR»/seqan2-2.2.0+dfsg'
  debian/rules:32: recipe for target 'binary-arch' failed
  make: *** [binary-arch] Error 2

Please conditionalize this command appropriately.  (Also, there's no
need to use absolute paths here, but that's a matter of style.)
