[Debian-med-packaging] fis-gtm bumped to V6.3-002-3 to fix a bug in the build scripts that omitted symbol exports

Hi Andreas,
I just pushed a change to the build scripts that export three new symbols. Below is the DEP-3 header from the patch. The fix has been included into our main line of development and will be in the next upstream release. Please upload at your convenience.

Summary: Include the symbols needed for the statsdb feature
Description: GT.M V6.3-001 added a new feature to monitor database statistics
        with GTM-6699. The feature added some newly exposed symbols. While the
        regular GT.M builds included these symbols, the CMake built GT.M did
        not. This patch addresses those missing symbols.
