Please elaborate on the tricks/workarounds done for elsewehere - I would 
like to help figure out if perhaps that variable simply needs to be 
exported somewhere specific on a Debian system to get respected.

Is perhaps the need for that variable documented somewhere?  If not, 
then perhaps it makes sense to bug upstream about addign some notes to 
an INSTALL document shipped with sugar sources, for all distributors and 
direct users to learn from.
