Could you elaborate even further - e.g. provide examples of what tweaks 
sugar-jhbuild performs (so I don't need to dive into that tool to dig it 
out myself).

Something clearly don't work and it still might be related to Debian 
locations not being "default enough" (i.e. still needing spoon-feeding 
even if in principle at proper location.
