That's because Lucid was already in freeze when 0.20 came out. [snide

Luke Faraone is working on packaging python-xklavier for Debian [1]. 
It's currently stuck in the Debian NEW queue [2]. Once it got accepted, 
Ubuntu can merge it.
And no, the keyboard applet cannot work. But it usually isn't needed 
anyway - keyboard configuration happens as part of installation. Some 
laptop keyboards (like XO-1) are even auto-detected and -configured.

It _does_ have hulahop packaged [3].
