Bug#560429: qtiplot: Python configuration files directories not set

Severity: important

This bug is nearly identical to bug #471709.

Python scripting will not initialize. Following Gudjon's advice:
"Edit" -> "Preferences"
"File Locations"
"Python Configuration Files" is blank, it needs to be "/usr/share/qtiplot"

Also the manual location is incorrect, I believe.

Once it is set, python scripting initializes.
