Please see attached the diff against your subversion packaging source to
make the watch file work with get-orig-source (and fix this script too).

Unfortunately uscan currently tries to download the file, even if it
should just execute the command given in the watch file. So it downloads
cvsweb.cgi and then it creates the tarball.
