It is a packaging bug. 
It is kind of my fault. In the version 5.1.1-4, I changed the way
binaries are included into the package: 
Instead of including explicitly them, I am managing that into
install/scilab:: in debian/rules by moving the files.
(I have to do that because ocamlopt, which is mandatory for the build of
the modelica compiler, is not available on all debian archs). 
However, in the build chains of Debian, install/scilab is not called
since it is "Architecture: all"

I have a fix, I am compiling it (and fixing some other bugs and I will
upload it again).
