Hi,

Pivy has been packaged (see git.debian.org), and uploaded to NEW but
had some problems which will be fixed next week.

As for the depends vs. recommends: Since freecad does run without pivy
and you can use it to view CAD models, for example, I don't think
upgrading the dependency is needed. Apt will automatically install all
available recommended packages so the drafting module will soon start
to work out of the box.
