GAUL library

Hi maintainers,

I'd like to get the library GAUL in debian. There is a package already made in 
a Ubuntu PPA: 

https://launchpad.net/~ubuntugis/+archive/ubuntugis-unstable/+packages

I suppose someone have to review it or something. It is probably not ready to 
update but I can make the needed modifications.
