Bug#617729: libmedc-dev should Depend on libhdf5-mpi-dev

Thank you for your bug report.

While this shortcoming makes libmedc-dev not usable without
libhdf5-mpi-dev, at the same time, it does not prevent one from using
it.  As you pointed out, one can simply install libhdf5-mpi-dev and the
package becomes fully usable.

It is therefore not a grave bug.

Nonetheless, I will fix it right away.  Sorry I didn't notice it until
now.
