PETSc/SLEPc transition

Hi,

As part of the mpi-defaults transition, I've been doing some much
deferred maintenance on various packages, just about all of which have
new upstream.  hypre, scotch and mumps now have new upstream versions in
unstable.

As part of this, I'd like to bump PETSc to version 3.2.  But I don't
want to break SLEPc and its reverse-dependencies, and don't know what's
involved in a new upstream slepc version.  So I'm wondering, can someone
do the SLEPc 3.2 transition, probably sometime next week, to go along
with the PETSc transition?
