Bug#633876: new upstream version & debian/rules shortening

There's a new upstream version available, 1.4.5.

The current package compiles fine by just pulling in the new upstream,
but in the process of doing this (for my own purposes) I took the
liberty of rewriting debian/rules and associated files to use the
fancy new dh facilities, in case you might find them useful or
aesthetic.  There were made on a clone of the git repo given in
debian/control, see git://git.debian.org/~bap/cb2bib.git
