testing: armadillo 1.99.3 has serious bugs

Hi Kumar,

I strongly recommend removing armadillo 1.99.3 from testing.  It has a
serious bug.  I don't want this version to end up in Ubuntu (as they
take packages from testing).

Version 1.99.2 also has serious bugs, so please do not revert to it.

I recommend moving to 1.99.4, which I've released last week:
