Bug#647696: spyder: add a bug control file to report with python-spyder

Hello,
given spyder is just a wrapper over python-spyder, it might be interesting to
have a bug control file to report dependencies information for python-spyder too
when reporting a bug against spyder.

The way to do that is to create a file named 'control' with this line

Report-with: python-spyder

and install it under the /usr/share/bug/spyder directory. This way, reportbug
will add the dependencies of python-spyder when reporting a bug on spyder.
