In my opinion, it isn't a bug in the desktop environment that it does
not read your .bashrc, or at least it is not very likely to change.  If
you want to discuss that, you could reassign this bug to x11-common, but
I wouldn't be too optimistic.

It is arguably an upstream bug (or at least a missing feature) that
there is no facility in texmaker to set search paths.  You are welcome
to retitle this bug to that effect (or I can do it).

As it stands. configuration has to be done in a desktop environment
specific manner, or in .xsessionrc (this is documented in man 5
Xsession).
