Bug#661724: libdeal.ii-dbg7.1.0: Unconventional debug info package name

The usual convention for debug info packages is to use the same name
of the shared library and just append -dbg to it. This one has -dbg
intermingled. Could you consider changing that to ‘libdeal.ii7.1.0-dbg’
to conform to the rest of the archive?
Also now that the package contains detached debug symbols, it would
make sense to make the debug package depend on the shared library,
which is needed when using them.
