Bug#683369: freefoam-dev-doc: The API documentation is unusable

Dear Maintainer,

The API documnetation contained in freefoam-dev-doc is almost unusable for two
reasons:

1) The CSS and image resources are not installed, the rendered pages are
completely disfigured.

2) More importantly, the header snippet doc/Doxygen/FoamHeader.html in the
upstream sources is completely outdated and does not work well together with
the Doxygen present in Debian unstable (1.8.1.2). As a consequence the dynamic
HTML sections do not work -- i.e. one cannot see the graphs, inherited members
etc.
