Bug#763805: Atlas needs sane config for arm64

Atlas needs a reasonable base config for arm64 to stop it burning
ridiculous amounts of buildd time for each upload.

Aside: is there really no way to come up with a truly generic config
by asking the compiler? I understand the desire to build things
fully-optimised, but it shouldn't be that hard to make a known-slow
but working config, surely?
