What the user asks is to generate the files that will help CMake to find 
libdouble-conversion.
The templates are already in the source (*.cmake.in) and should be installed 
in /usr/lib/<arch-triplet>/cmake/double-conversion/*.cmake

If you want to avoid modifying the scons file you can simply use sed in 
debian/rules to replace the @foo@ patterns in the *.cmake.in files with the 
correct values and you are ready to go.

I'll try to add a patch.
