Bug#844027: libroot-io-dev: Missing TXMLEngine.h header file from /usr/include/root/

Dear Maintainer,

While trying to do some development with the ROOT framework, an error kept
telling me that the header file "TXMLEngine.h" was missing from
"/usr/inlude/root/".

I actually managed to overcome this by manually adding this file to the relevant
location, simply copying it from the source. Everything seems to be working.
