Bug#867924: do not mangle upstream version number

Upstream version number is 0.1-3, not 0.1.3.

We should stop mangling the number, to facilitate the functioning of
translation of CRAN dependencies to Debian dependencies.

This can be easily done when a new upstream version ≥ 0.2 is out.
