[Debian-science-sagemath] Pynac 0.13.0

Hi,

yes, we should wait with uploading the next pynac version until sagemath catches up.

We don't need to do official transitions involving the release team for pynac, because sagemath is the only package in Debian using pynac and sagemath always needs to be changed for new pynac versions anyway.

What needs a transition when we upload sagemath 8.1 (which should be released in a few days I think) to unstable is fplll, because also gap-float and sollya depend on it.

The only issue I know about that needs to be fixed for sage 8.1 is that fplll FTBFS on several architectures due to

Should these tests be disabled until it's fixed?
