[Debian-science-sagemath] bliss 0.77 is coming to SageMath

Hi,
with https://github.com/sagemath/sage/pull/35344 done, and
(less importantly for upstream distros)
https://github.com/sagemath/sage/issues/35829
to be done, SageMath will start using bliss 0.77
(and Debian is still on very old 0.73)

You can take the cmake configs patch to build/install bliss 0.77 with cmake.
