cvs-buildpackage first does an export and then does the whole build in there.

That to me is a better approach, since that's also what happens on buildd's
and when someone wants to build it on their own machines from the source
package and diff package.  Now you run the risk of things working in your
svn area but not in a clean build environment (I know we have pbuilder for
that but still).
