[xml/sgml] Debian: docbook 4.5 ready for experimental

Hi,

I finished my work on the docbook package. I even implemented the item
in the TODO file (make dbgenent.mod config-files). So this package is
ready. Please check it and tell me, if you want to do more changes or if
you found an issue. If not, I would like to build [1] and upload it.

[1] You can also do this: Create the .orig.tar.gz via debian/rules
get-orig-source, setup svn-buildpackage accordingly (mergeWithUpstream
is set!) and run it.
