[xml/sgml] packaging DITA Open Toolkit for Debian

Hi Mark,

  I can't say anything about the re-application process. however I can
say one thing: welcome back ! I think DITA would be a great addition
to debian.

  BTW do you have time to work on some of your older packages (*) ?
