[xml/sgml-pkgs] Bug#221220: please retest this XMLString::transcode bug

Hello.  Several months ago, you submitted a bug against xerces23 with
XMLString::transcode not working with accents in UTF-8.  I am unable
to reproduce this bug, and I believe it has likely been fixed.  Could
you verify this?  Also, please note that xerces25 also exists now, so
you may want to use that instead.  (xerces26 will be coming out fairly
soon -- Xerces-C++ 2.6.0 is expected out in late September.)  Thanks.
