I'm not in favor of applying changes for 64 bits support provided that,
as you say, there is no policy nor common practice, and also provided
that multi-architecture support is supposed to come some day to address
these problems, and that even though libxml2 would be compile in 64, you
would need the same kind of changes for all the packages linked against
libxml2, which is not likely to happen soon, and even if that happens I
think multi-arch support will have superseeded it.

I'll leave the bug here as wontfix for people wanting to compile these
for themselves to be able to do it.

Anyways, your patch adds a Build-Depends upon lib64z1-dev, I can't see it on
packages.debian.org...
