Hi,

libxml1 contains the .pc info file for pkg-config. This is a
development file and only needed when building against the library so it
should be in -dev. A bad implication of it being in the "normal" package
is that ./configure scripts do not fail even when the whole development
stuff isn't installed and fail later when they try to use headers
=66rom/link against the lib...
