Due to lack of time I only had a very brief look over the original bug
report - and Frank's reply - and maybe don't fully understand the
problem. But be aware that the test for pdfoutput of db2latex is
configurable. 

Just override in the XSL customization layer the params
"latex.article.preamblestart" and/or "latex.book.preamblestart"
(depending on the type of the document) accordingly.
I admit that this might need quite some work, but could be done.
