[xml/sgml-pkgs] Bug#311354: xmlto in testing branch fails to upgrade xsltproc

xmto version 0.0.18-5 must have xsltproc 1.1.12-8 or else 
xmlto fails with /usr/bin/xmlto: line 392:  5879 Segmentation fault      xsltproc $XSLTOPTS -o "$XSLT_PROCESSED" "$STYLESHEET" "$INPUT_FILE"

An apt-get install xmlto does not meet this dependency.

I had to update xsltproc manually with an apt-get install xsltproc to meet this
dependency.
