First of all this requires CGI capable webserver so the appropriate
virtual package would be httpd-cgi. Secondly I am not prepared to change
that unless someone provides me with the necessary config for at least
one other CGI compatible server and a suggestion for how it can be
suitably installed depending on which web server is available.
I would be prepared to do this by splitting the package:

Package: w3c-markup-validator
Provides: w3c-markup-validator-apache2
Depends: w3c-markup-validator-common, apache2

Package: w3c-markup-validator-cherokee
Depends: w3c-markup-validator-common, cherokee

Package: w3c-markup-validator-lighttpd
Depends: w3c-markup-validator-common, lighttpd

Package: w3c-markup-validator-common

I am not willing to do that work, though I would be willing to test it
