The Swedish Release Notes document is created using:
 debiandoc2html -c -l sv release-notes.sv.sgml
Warning: locale 'sv' not supported, using en_US.ISO8859-1

Because sv is not yet supported the HTML files are called
release-notes.sv.html/index.en-us.iso-8859-1.html

This breaks content-negotiation because
release-notes.sv.html/index.sv.html is expected.

PS and PDF are named fine.
